Why didn’t the countries in the Entente come up with raider ships (or ideas) similar to the SMS Möwe to harass the ships any future enemy after the great war?
Because they have had warships.
I agree with Gerhard. Having “raider ships” are a tacit admission that your navy can’t do the job. The British/French were convinced (with good reason) that they could blockade Germany in a second ‘Great War’, and so foreign cargo going to Germany couldn’t get in no matter what.
The Germans were so desperate to find something to do with their surface Navy that they wound up sending out Bismark, Tirpitz, and all the other heavy units out to commerce raid. Bismark’s “breakout” was not intended to contest control of the seas, it was simply to disrupt convoys. Tirpitz spent most of its time being repaired because the RAF and RN could spend the resources to bomb it, and the heavy units to counter it.

Raider ships are for the most part only of use to the weaker naval power, as any ship encountered on the high seas is likely to be an enemy. The side with the greater naval power available won’t have much opportunity to encounter enemy targets. This means the value of a raider is much lower for the larger navy and as raiders can’t do all the jobs a regular naval ship can, except in very rare circumstances, a raider is going to be a waste of manpower and resources.
