What should the Allies have done with their strategic bombers instead of targetting cities?

We know that bombing cities did little for causing the population of Germany to break and just caused huge suffering and casualties for both the civilians and bomber crews. Was there a post war evaluation to see what would have been a better use for long range bombers? Focusing just on infrastructure attacks like bridges and railways? Go for the dams more than just once? Or just not build so many long range bombers and build more tactical aircraft?
