How did the Nazis attempt to exploit occupied Ukraine and how did the Ukrainians respond?

A lot of Ukrainians died (Jews and not); of outright murder, and malnutition; there were Ukranians who helped (but not many.). That’s the short answer. Hitler didn’t recognize the value (in any way) of any peoples to the east. Ukraine, presuming a German victory, was intended as another colony-in-waiting. The murderous policy of the Germans allowed partisans to be very active against them in Ukraine.
One of the “what if’s” of the campaign was what might have happened if the Germans had presented themselves as anti-Russian liberators. After the Great Famine, Ukrainians had no love for the Russians (and that hasn’t changed much since.).
If the Germans wanted, they could have declared Ukraine free, and an ally of Germany; Ukraine would have likely joined in with units raised from enthusiastic volunteers. But then Hitler would have had to have been something he was not (that is, a sh*thead.)
