The Germans in Poland, Netherlands, France, Britain, and in Barbarossa used strategic bombing. Italy conducted strategic bombing in the Middle East against Britain notably in Bahrain. Japan did
“terror bombing” in Chinese cities. The Soviets also did strategic bombing, but also shifted to terror bombing against Finland and Hungary to knock them out of the war.
