USA entering the war

Dear Indy and crew.

I have a question for Out of the Foxholes.

Was there any consindering in the USA government or by Roosevelt himself to declare war on Germany or Japan before Pearl Harbor.

I know of 1 American gunboat the Panay wich was sunk on December the 12th 1937 by Japanese bombers.
During the invasion of China by Japan.
With 50 crew man dead.
But the USA took no action.

Where there more attacks on accidentally American vessels or with American lives lost during the first 2 years of the war?
When the USA was still neutral and took no action.
Or was Pearl Harbor the straw that broke the camel’s back.
