U.S. Preparation for war in 39 and 40

My Father was in the US National Guard in 1939 (158th Infantry). He was mobilized in (I think) 1940 and sent to Jungle Training in Panama for what was expected to be a potential conflict with Japan. Strangely enough he ended up being sent to OCS after and transferred to a division that went to North Africa. My Out of the Foxhole question is: How extensive were these mobilization efforts (outside of Lend Lease and material Support for UK and USSR) and was my father’s situation unique?
