Recruitment of Soldiers from Occupied Territories

Hello Indy and Team! I understand the Germans drafted the adult male population automatically into their army in occupied territories they considered as part of the German Reich, which included for instance Hlučín (Hultschin) in the current Czechia, or Alsace in occupied France. Aside of voluntary units and allied nations, did the Germans plan to recruit male conscripts from other occupied territories (such as the Protectorate of Bohemia and Moravia, or occupied territories of France, Belgium, the Netherlands, Norway, or Denmark)?

The history of Hultschin is peculiar in the sense it was, unlike the rest of Czechoslovakia, a part of the German Empire prior to 1918.
