NEW YORK PLANS BLACKOUT TESTS

New York, Jan. 17 –
Blackout tests are being planned for this city of 333 square miles and 7,500,000 persons.

They will start in February, being limited at first to small areas on the outskirts and gradually extending to the center of the city. The big blackout, covering the whole city, probably will not come for six months, Mayor F. H. LaGuardia said.

The Mayor’s Defense Council is working on the plan in cooperation with Army and Navy officials. Among the problems are means of connecting the various light circuits so they can be controlled from a central point; methods for preventing traffic accidents and the providing of extra policemen to prevent robberies and other crimes during a blackout.
