Joseph P. Kennedy, Ambassador to Britain who returned yesterday by plane from Europe and conferred with President Roosevelt for three hours then returned here last night, said he would make his first public statement tomorrow night.

He will address the nation by radio at 9 p.m. tomorrow. His statement scheduled for noon today was canceled.

It had been reported here and in London that Mr. Kennedy would resign. He refused comment on all such questions.

William Hillman, European manager for Collier’s Weekly, who was aboard the clipper with the Ambassador, said Mr. Kennedy had left London at the height of a German bombing attack.

The Imperial Airways plane on which he and the Kennedy party flew from London to Lisbon detoured more than 600 miles to avoid possible attack by enemy planes, Mr. Hillman said.
