How wide spread were "Signers" among prisoners of war held in the US?

I know Brainbridge, Belle Mead (as the “Italian Service Unit”), and Farragut had arrangements where PoWs could agree to do manual labor and get paid for it. Were these arrangements common? Were the working conditions really as nice as they seemed? The sources I can find describe the conditions as much nicer than the conditions the American citizens who were victims of FDR’s concentration camps got.
