How was the situation in the balkans at the beginning of the war?

Hi Indy and team,
How was the situation in the balkans at the beginning of the war? I already know, that the entire balkan region was at war at 1941, but how was it at 1939? And how much influence was there from the axis powers at this point (especially Germany and Italy)?
