How true is it that allied ineptitude led to German expansionism? Or was inevitable at the hands of the National Socialist leadership?

We often hear in accounts from the months and years leading up to the Second World War that it was allied appeasement that left Germany’s expansion unchecked, with Neville Chamberlain’s inept leadership and promises of “peace in our time” that left Europe open for the taking. How true is it that allied ineptitude led to German expansionism? Or was inevitable at the hands of the National Socialist leadership? Surely allied intervention would have led to war regardless.
