How does one country refuse a war?

When Poland would declare war on Japan, Tojo would refuse it by saying that Poland’s government was in exile and it was obliged to do it because of the UK and US.

How does one refuse a war and why doesn’t every country do it?

Never heard of this. Possibly Japan did not want to recognize the Polish Government in exile to appease its German ally. Germany after saw Poland as “Germany proper”. IF they accepted the declaration of war they would have implicitely recognized the Government.

Oh I have no evidence of this, this is just a thought. Does anyone know more about this?

I think Bulgaria is still at war with Honduras due to a declaration of war around 1941-1944. I remember reading about this years ago.

I suggest to organize an online videogame contest to determine who won. Although it might trigger the Nato treaty if Honduras makes a first move?

Oh well all these war declarations without fighting beats the attack/bombing of countries without war declaration methinks.
