How did the Soviets react so quickly in moving their factories?

For all of their ignoring of the signals of the pending invasion, Stalin and the government seemed to have reacted extremely quickly in deciding to ship, and actually going about the shipping of, the munitions factories. I would have expected lots of delay as the magnitude and initial success of the invasion slowly dawned on them. Did these plans exist before the war?

Their industrial regions set up manufacturing failities and machinery that can be easily dismantled and shipped away especially by rail mostly to Urals and Siberia and rest of the factories , machinery , mines thay could easily destroy with Scorched Earth policy. Check out Alexy Kosygn , the Soviet industrial genius who organised removal of most of Soviet heavy industry beyond Urals and set it up there on full working efficiency.
