At sea, the German Kreismarine treated all merchant crews, civilians, and prisoners of war extremely with the only restriction being that they were only allowed access to certain areas of the surface raiders.
This drastically changes once the captured people arrived at a German controlled port. All political and racial enemies of the Third Reich were immediately turned over to the SS. The majority of the captives from nations already conquered by the Germans were transferred over to the Todt Organization as slave labor. Captives from the Allied nations still in combat against Germany were made prisoners of war. Any captives from neutral nations were turned over to Spain, Portugal, and Vichy France so they could go back home. The fate of the captives turned over by the Germans to the Japanese was far worse than what the Germans did.
