G.O.P. RULES IGNORED, McNUTT CHARGES
Buffalo, N.Y., Oct. 26 (UP) –

Federal Security Administrator Paul V. McNutt charged last night that Wendell L. Willkie was disregarding the Republican handbook in his campaign speeches.

The handbook, he said, forbade campaigners to do anything to “unsteady the judgment of American people or their leaders” in dealing with delicate war issues, while Mr. Willkie, he said, "charges that this administration is failing to make us strong, and by this failure this country will be plunged into war if Mr. Roosevelt is re-elected.
