I will be pretty neutral here.

For the main question… It is really hard to predict what might have happened if Strucker and Schmidt worked together. But if they did… Then the answer is yes.

Now how could have Hydra won? Very simple… Employ Captain Vietnam to defeat Captain America and march on to glorious domination.

But hey that is just a theory… A alternate history theory.
