Sheng Shicai, the governor of the Chinese province of Xinjang invited Soviet forces to Xinjang in 1934 to crush a Muslim revolt.
Sheng Shicai became a member of the Soviet Union Communist Party, not the Chinese Communist Party and Xinjang became de facto a vandal state of the Soviet Union, despite never officially seceding from China. On 5 oktober 1942 Sheng Shicai switched loyalty to hé Nationalist government of Chang Kai Shek and began arresting Communists. In 1943 Stalin withdrew Soviet forces from Xinjang (before the Cairo conference of Chang KaiShek, Roosevelt and Churchill).
