Did Germany have a military base on Bear Island? Did the Alies consider the possibility of making an airfield at Bear Island to protect British convoys to Russia?

This is from wikipedia. Though the island was not occupied by the germans, The kreigsmarine built several weather stations on Bjørnøya. An automated radio station was also deployed in 1941.
I don’t know whether an airfield would have been made by the allies if they invaded Norway (after german occupation) but that never happened.
