What the Russians Are Saying of Us

The Moscow Radio broadcasting in Russian to Russia this week said:

“For the financing of their economic program in Japan, the United States intends providing a half-billion-dollar loan. In their concern for the interest of the Japanese industrial magnates, the United States stubbornly try to elbow the other Allied countries out of participation in solving the reparations problem.

“The unsatisfactory implementation of the Potsdam Declaration is a result of the unilateral policy of the United States and the ignoring by the American occupation authorities of the most important recommendations of the Allied Control Council for Japan. The United States is pursuing the same policy of unilateral action in the question of the peace treaty with Japan. The American government, on its own account, made the proposal for the convention of a conference of 11 countries on the drafting of the peace treaty with Japan, not considering it necessary first to discuss this conference with the other great powers.

“In other words, the United States does not intend to take the interests and wishes of the other great powers into consideration.”

The Moscow radio, broadcasting in German to Europe last week, said:

“To subjugate Germany completely and to turn it, with the aid of the Marshall plan, into a United States protectorate – this is the real essence of United States policy in Germany…

“Influential monopolistic circles of America, and partly also of Britain, harbor their own selfish expansionist aims in connection with the partitioning of Germany. They intend a complete economic and political subjugation of Germany and the exploitation of her resources for the subjugation of the whole of Europe.

“United States monopolists and their British debtors are the advocates of Germany’s dismemberment. In a dismembered Germany it would be easy for them to issue orders and to run her economy. Inside Germany these outside forces are being supported by those who scream hysterically about the Communist danger and at the same time behave as if they did not notice that the real and not imaginary danger at the present does not lie in her Sovietization, but in her transformation into a colony of Anglo-United States monopoly capitalism.”

Moscow radio, broadcasting in Romanian to Europe last week, said:

“Recently some of the East European countries were again the target of the United States and Great Britain’s brutal and direct diplomatic pressure. In Hungary, they had desired to control the activities of electoral committees, although it is absolutely clear that any foreign intervention in this matter is out of place. In Bulgaria, the representatives of the American and British governments are endeavoring to change the verdict passed on the group of anti-popular plotters led by Nikola Petkov.

“The official British and American authorities, and the propaganda machine which they command, explain these activities by their concern for democracy and the rights of people…

“…In reality… the British and American authorities are entirely on the side of the Greek Fascist monarchists who tread on democracy with their heels, execute hundreds of democrats and slowly kill off in the jails through malnutrition thousands of democrats.”

The Moscow radio, broadcasting in English to the United Kingdom last week, said:

“The present-day relations of Britain’s economic life are showing the British people the price they are having to pay for the so-called disinterested aid of the United States.

“Only some 18 months ago, when the Anglo-American loan agreement was being signed, many of Britain’s statesmen and the overwhelming majority of her newspapers extolled this loan as a cure for all her economic ills. But now they are striking quite a different note, for it is plain for all to see that far from improving Britain’s position, the loan has definitely made it worse…

“Even a first acquaintance with the terms of the American loan to Britain allowed one to see that United States expansionist circles were bent on ousting the pound and replacing it by the dollar in all parts of the world where Britain wields influence.”

The Moscow radio, broadcasting in Romania to Europe last week said:

“Today even Britain and France are convinced as a result of their own experience how wrong is the foundation of the Marshall Plan, which they had so assiduously tried to translate into fact.

“The dollar crisis, from which Great Britain suffers and which has contaminated France, was caused by the mercenary conditions imposed by the American aid and by the tendency of the American monopolist trusts to extend their control over the French and British economies. As the Marshall Plan is gradually being revealed as to what in reality it is – an American plan of domination in Europe – so the peoples of Europe increase their vigilance and intensify their desire to defend their economic independence and their national sovereignty against the assaults of American autocracy.”

“It is known to one and all that the American businessmen disapprove economic relations between Northern and Eastern Europe. Acting on their instructions, the Wall Street agents in Sweden, Norway and Denmark conduct a provocative campaign against these relations. To these obstacles, the plans of the Paris conference leaders have been added, who envisaged as one of their goals the artificial alienation between the Scandinavian countries and the countries of Eastern Europe, and the conversion of Scandinavia into an arena for the uncontrolled management of American monopolistic capital.

“The Wall Street agents in Scandinavia have become particularly active of late. It can hardly be doubted that this explains many a complication in the realization of economic agreements between Scandinavia and Eastern European countries.”

“United States missionaries – Congressional delegates and Senators – have arrived in Europe and a special honor is bestowed on Germany. The other European countries are visited by small groups only, but to Germany visitors come in full numbers. This is already the third visit this year. First came Hoover, followed by business people, and now another batch of business people has arrived, not from the industrial sphere though, but from the sphere of high politics.

“The purpose of the Herter Commission is formulated in terms of revealing the magnanimity of the Americans and their anxiety for the hard lot of the European countries. In reality these missionaries have a very different and much more realistic purpose. They are to ascertain the solvency of those languishing for United States loans and are to find out whether the possibility exists for United States monopolists to do good business in Germany.”

The Moscow Radio broadcasting in Czech and Slovak to Europe this week said:

“Since January 1946, the United States government has been taking a long series of measures all aimed at strengthening the espionage apparatus. The reorganization of this espionage comes under the United States Secretary of State, which entails large scale enlistments of the diplomatic personnel in espionage activities under the cloak of talk about the so-called Communist danger and the so-called protection of democracy. United States reaction is systematically carrying out an extensive program of total espionage. The range of this espionage is worldwide.

“The program is inspired and financed by Wall Street monopolists. The United States Intelligence Service transformed into a kind of a Gestapo strengthens reaction and revives fascism. It is prejudicial to democracy throughout the whole world.”

The Moscow Radio, broadcasting in French to Europe this week, said:

“Nearly two months have passed since the opening of the Paris conference of the 16 nations. Is it necessary to recall the press and radio comments praising the promoters and American generosity? But the history of the American loan to Great Britain, a loan which is nearly used up, is the history of Anglo-American relations during the last year and it reveals that the Marshall plan and other plans of the United States in Europe have one aim – to limit the independence not only of small nations but also of the very organizers of the conference.

“Now the European nations are able to appreciate the perspicacity and rightness of Molotov’s warnings when he said that if an organization was to be set up above these states, one which would interfere with their international affairs, this would make them controlled states deprived of economic and national independence for the benefit of certain strong powers.”

“The fact that the German monopolists consolidate their relations with the Americans who want to sever the western zone from the rest of Germany in order to turn it into an American protectorate, arouses justified mistrust among the democratic public toward any plans originating from Washington or London. This is borne out by the miners’ resolutions taken against the dismemberment of Germany.

“The United States wants to modernize the Ruhr mines, importing for this purpose United States machinery to the value of $300,000,000, while according to German experts no modernization is required. But the aim of the Americans is quite plain. The United States monopolies want to utilize the present situation by increasing their investment in Germany and thus finally dominating German economy.”

The Moscow radio, broadcasting in English, to North America last week, said:

“The fight of the Paraguayan people for re-establishment of democratic freedoms and for liberation of the country from the yoke of North American monopolies met with enthusiastic solidarity of the progressive circles of the Latin American countries.

“The United States, on the other hand, adopted all measures for saving the dictatorship of Morinigo, even military support including intervention…

“According to latest reports from Paraguay, the North American intervention succeeded in preventing the rebels from occupying the Paraguayan capital. Whatever may be the developments of these events they demonstrated the role played by dollar diplomacy in the Latin American countries where it implants and supports reactionary anti-popular regimes hated by the people.”
